A night in the vehicle is generally accepted in Estonia. A tent has a public right to pitch (igaüheõigus). A pitch runs about €20 a night.

Estonia — no source found on overnighting in a vehicle at a rest area; treat it as ordinary parking and read the signs. The freedom to roam covers a tent, not the vehicle.
In a tent
There is a right to pitch · igaüheõigus
Freedom to roam. On private land that is neither fenced nor signposted you may camp for up to 24 hours unless the owner forbids it; longer needs their permission. Distance is a qualitative test — stay outside sight and hearing of the dwelling — with no metre figure published. Yards, plantations, apiaries and crops are excluded.
🔥 Campfires only at prepared, designated sites, and only when fire-making is permitted. Anywhere unmarked, a hiking stove only.

Free and nearly free places to stay

The closest match to Finland anywhere. RMK publishes 650 visiting sites and 738 fireplaces — forest huts, marked camping areas, covered fire places — all free, none bookable, one night in a hut. Firewood is supplied at fireplaces, though not guaranteed at all times. On top of that, igaüheõigus gives you a free night on unfenced land anyway.
